To be honest, in this situation they would lockdown internet towers and you wouldn't have to pay bills, because they dont wanna loose communication with the military or other countries (or their own residents), then you should be able to chose between fighting, or living in an underground bunker, or straight up coating your house in cement and getting food through tunnel systems, id be able to play games for DAYS man, maybe even get a gun, sword, and some decent protection, fight the zombies or they would evacuate people and do a full on assault, just a STORM of troops eradicating zombies, fresh water? shoot, try grocery stores, no WAY they would just let zombies take those over, in fact, thats probably a safehouse, refrigerated, cooked and raw food, ludicrous ammounts of water, honestly just what they'd wanna protect the most
